If you are in Vancouver Pedro, you can contact the Philippine Consulate in Vancouver or better yet, ask in person. You should get it within 3 months.

Carolyn, my family recently renewed passports at the Consulate in Vancouver. Please correct your statement that says that one family can have one envelope only. All applicants, including minor, are required to provide individual envelopes.
